Dan English Chief Executive Officer
Dan English joined WCS as CEO in January 2025. He came to WCS from leadership roles within the National Disability Insurance Agency and Guide Dogs Australia, where he served as CEO. Dan also co-founded a business with his wife, providing disability services and supporting Indigenous communities across remote Australia in the Ngaanyatjarra Lands of Western Australia, Kalgoorlie, and Alice Springs.
Blessy Pascual-Gutierrez Chief Operating Office
Blessy Pascual joined WCS in October 2016. She is a qualified Chartered Accountant, a member of CPA Australia and the Australian Institute of Company Directors She has over twenty-three years of experience in financial management, business advisory, taxation, audit, systems application and integration, and financial governance.
Leanne Heald Executive Manager of Mental Health
Leanne Heald joined WCS in February 2016 and joined the Executive Team in March 2023. Leanne has been working within the community service sector, for both government and community-based organisations in Canberra and Western Australia for nearly twenty years.Specialising in mental health, disability and community outreach, she has supported vulnerable community members to access the supports they need to thrive. She has managed emergency relief agencies, National Disability Insurance Scheme (NDIS) programs and most recently, WCS’s mental health suite of services.
Tony Bill Executive Manager of Corporate Governance
Tony Bill joined WCS in October 2021 and joined the Executive Team in May 2023. Tony is responsible for strategic oversight of policy, enterprise risk, internal audit, organisational compliance and accreditation, learning and development and HR. Previously Tony was employed by the AFP in various roles including policy, learning and development, work health and safety and intelligence. He has also worked with Defence in various intelligence roles. Tony has over thirty years experience in the private, public and community sectors.
